feat(SRE): fault-watch + concurrency + required-checks + server-side lint (#2479 SRE sidequest, contract BUILDER-2026-10-10T03:13:31Z-d78c10)
Phase 1: concurrency group (cancel-in-progress) — stops stale-SHA backlog. Phase 1b: 62k queue drained to 1 (stale runs cancelled via API). Phase 2: fault-watch workflow — checks the 5 NAMED gates (lint/unit-tests/ rust-surface/go-surface/canary) on HEAD SHA, auto-files ci-fault issues (deduped by gate), auto-closes when gate goes green on a pushed commit. Phase 3: golangci-lint (server-side Go analysis) + yamllint (workflow validation); required-checks tightened to the 5 real gates only (removed trivially-green best-practices/documentation/gitea-offline from the needs list). Phase 4: severity-based fault policy recorded (pipeline-blocking / single-gate / cosmetic).
