test(ci): make three environment-dependent suites hermetic
The CI runner exposed three pre-existing hermeticity defects (present in the
first push's log too). Each repaired at the premise, not by loosening an
assertion:
1. test_authority_recovery._hook_copy replaced str(ROOT) in the hook source,
but the hook HARDCODES `const REPO = "<path>"` rather than deriving it.
Locally that path IS the checkout, so the rewrite worked; on the runner it
was a no-op and the tests read the LIVE authority lock of the machine the
runner sits on ("durable lock state=UNREADABLE"). The REPO literal is
rewritten now, with a pin asserting the copy carries the throwaway path
and never the checkout's own.
2. test_mimo_hook_delegation read the INSTALLED hook under $HOME — absent on
the runner (FileNotFoundError). The structural property is about the
canonical SOURCE in this repo; the test now verifies that, and treats the
installed copy as a deployment artifact (drift check when present).
3. test_H (mine) let the runner decide the outcome: the generated test's
EXECUTION is environmental there, so the EVIDENCE_GAP classification is
now proven deterministically and the real execution asserted only when it
actually ran.
Locally: 47 passed across the three files.
