Gitea Issue Reconciliation — canonical record

Generated T15 Part J/K/L (2026-09-11). Machine-readable companion: docs/gitea_issue_reconciliation.json (single authority; this doc is the human-readable projection). Consistency checker: scripts/gitea_reconciliation_check.py compares live Gitea state against the JSON and fails on drift.

PL1 held-out era reconciliation (2026-09-12)

Fresh-session reconciliation of the ADAPT family against deployed 0.66.22 @ 1497c85 + live PL1 held-out evidence (tasks task_2661189c9073, task_6e4885031355; ledger PE-9207213099-0270). Resolves the recorded tension: "ADAPT-LIVE complete → return target PL1" (the bounded tranche authorized 2026-09-10 is complete) while numbered ADAPT issues remain open (the larger backlog was never in the ADAPT-LIVE tranche scope).
