Adds RESEARCH ROUND V3 as a pipeline-enforced gate:
On ready: when the dependency gate clears an issue, it auto-applies the research-pending label and posts a checklist comment naming the 4 required phases (INWARD / OUTWARD / INNOVATION / SYNTHESIS per RESEARCH ROUND V3 methodology).
On research comment: a new research-clear job fires on issue_comment: created. It requires all 4 phase keywords in the comment body. When all are present, it clears research-pending, adds a verification comment, and the issue becomes startable.
New label:research-pending (created).
Trigger addition:issue_comment: [created] added to the workflow trigger list.
No existing gate/teach logic changed. The research round happens OUTSIDE the CI runner (Rune controller does the research); the pipeline only enforces that it happened before the issue starts.
