Rationale: event-driven gates are latency-sensitive; the Pi measured ~15 min for 6 API calls (run 801 observation), which poisons research-clear responsiveness and the incomplete-catcher sweep. The desktop runner is the fastest node in the fleet.
Part of the pipeline-amendment: deterministic forge machinery runs on the fastest runner; agent cognition moves to scoped headless steps in a follow-up.
