Reconciliation (2026-09-11): OUTWARD_DISCOVERY acceptance (sqlite WAL): retired stage name. OUTWARD_DISCOVERY was retired by the canonical stage model (RP2, commit 8551cd7); RETIRED_STAGES prevents execution. Superseded by the unified OUTWARD stage.

Disposition: SUPERSEDED — retired stage name; unified OUTWARD is canonical.

Evidence: current source, merged PRs, canonical intent state (docs/RUNE_CANONICAL_INTENT_STATE.md).
