RP1 implemented on branch rp2-canonical-stage-model (commit 8551cd7): canonical stage model committed — ISSUE gate replaces DEFINE, APPLICABILITY added, INNOVATION precedes ADVERSARIAL, RETIRED_STAGES guard blocks DEFINE/OUTWARD_DISCOVERY/OUTWARD_READING, targeted refinement routes to earliest deficient stage. 104 tests pass, ruff clean. Runner-placement enforcement (#265) continues on the same branch.
