FOUNDATIONS for epic #284. Depends on: none. Blocks: final ratification + all limitation closure claims.

All five limitations imported VERBATIM from ~/Desktop/RUNE_RESEARCHPROCESS_RATIFICATION_REPORT.md and mapped:

  1. "Per-stage elapsed persistence zeroes earlier stages on reconciliation — fix at advance() (TUNE)." → OBS-1 (reuse: no pre-existing issue found; timing-persistence TUNE had no filed issue)
  2. "OUTWARD prose-stdout requires the file-channel fallback — file channel should be documented as primary." → ADAPT-9 (artifact authority + retry cleanup)
  3. "Gitea server-side merge API currently 500s (Pi git worktree corruption) — merge-robot completes merges; local merge + push works. Infrastructure fix needed (outside this epic)." → INFRA-1 (NEW — no pre-existing issue found; search confirmed)
  4. "Raw event logs are local-only; receipts embedded in artifacts are the durable provenance layer (raw-event persistence deferred by design)." → LIMIT-4: DOCUMENTED_ACCEPTED_LIMITATION (deferred by design; raw-event persistence remains optional forensic add-on)
  5. "Source Ledger (#282) filed as thin deterministic projector — not yet implemented." → PROV-1 (REUSE #282)

Search evidence: Gitea issue search for "merge API", "timing persistence", "elapsed", "event log", "file channel stdout" found no pre-existing bounded issues for 1/3; #282 covers 5. No duplicates created.
