Imported verbatim from ratification report: "Raw event logs are local-only; receipts embedded in artifacts are the durable provenance layer (raw-event persistence deferred by design)."

Classification: DOCUMENTED_ACCEPTED_LIMITATION (raw-event persistence was explicitly deferred by design; the accepted artifact carries the receipts — the durable provenance layer).

Disposition: accepted as-is. Optional future work: raw-event persistence to Gitea for independently replayable forensic audit (explicitly NOT required for Source Ledger #282 or adaptive ratification). This issue exists so the limitation is tracked, not forgotten. No code change required to close.
