Superseded by reality (2026-09-04): the repo now has ci.yml (ruff + full suite + canaries, required checks on PRs), auto-version.yml (release on merge with bump guard), pipeline-gate.yml (dependency-order gating), auto-label + maintenance workflows. This issue's ask is built. Closing with references; reopen if a specific CI/CD gap emerges.
