Orchestration Foundation

First plan of the approved planning/task orchestration design (specs/2026-09-03-planning-task-orchestration-design.md). It provides the semantically complete, unoptimized reference that all later plans build on.

Components (src/rune/orchestration/)

• records.py — canonical records with schema_version
• event_store.py — durable batched append-only JSONL with offsets and replay
• evidence_store.py — content-addressed immutable blobs (sha256)
• projection.py — checkpointed materialized views with order-insensitive hashes
• composition.py — one instance of each authority component
• selector.py — deterministic successor selection (S10 chaining)
• bus.py — hot bus publishing compact refs after durable commit
• benchmark.py — p95 regression rule with noise bounds
• fixtures.py — golden capability fixtures

Run

The canary asserts capability preservation across two identical runs and a single-authority composition root. Any later plan must keep both green.
