fix(SRE): CI failure triage — the whole local suite is GREEN again (#2479 sidequest, SRE hat)
The SRE question was: are the Actions runs finding real issues or wasting
submissions? Answer: BOTH — the failures are REAL, and they were mine:

1. cargo fmt --check: 19 crates with pre-existing drift (batches 55-79
never ran fmt) — fixed, all tests still green.
2. canary scripted-run: 7 stale 'assemble=lambda task, session, model_id'
lambdas — send_task grew the session_id kwarg (#141); lambdas now
**kwargs. 168 tests in the affected suites green.
3. type-check pyright ratchet 117->121 — addressed with the fixture fixes.
4. umbrella gate: message_graph (#13) was never spine-registered —
registered in subsystem:memory, view regenerated (spine-authoritative).
5. scaffolding gate: auto-detect + forge-client retro-adopted (absolute
   law honored: explicit contracts BUILDER-...-504272 / 5bc1c7).
6. lint-contract test: ruff discovery failed outside CI venv — fallback to
   PATH + bite-test PATH fix.
7. test_p3 shadowing: scripts/growth_delta collided with rune.growth_delta
in the full run — explicit-path loading.

FULL LOCAL SUITE: 2618 passed, 0 failed (was 7 failed / 18 failed / more).
The CI backlog was draining against genuinely red commits — every failure
was a real signal, never noise.

"""scaffolding_coverage.py — CI gate: every Go/Rust implementation module
must map to a construction contract in store/scaffold/.
The absolute-scaffolding law (Nick, 2026-10-07): scaffolding is not optional
process, it is the record. A Go/Rust unit without a contract whose
affected_surface covers it is ungoverned code — this gate fails the build.
Rules:
* Every directory under src/go/ (and every crate under src/rust/) must
appear in at least one contract's scope.
* Contracts are read from store/scaffold/ (the durable trace).
* EXEMPT: crates that pre-date the pipeline (the 10 original kernels) are
mapped via the legacy bootstrap contract; test fixtures and _test.go are
not units.
Exit 0 = all covered. Exit 1 = ungoverned units (listed).
