removal-prep/message-queue: minify Python oracle methods to escape-hatch refusal (Gitea #2598 item 2)

RUNE_MESSAGE_QUEUE_ENGINE=python switch shape kept; all eight oracle methods raise 'escape hatch retired'. Battery keeps Go-side flow pins, replaces oracle comparisons and cross-engine coherence pins with refusal assertions (13 passed).
