CLOSED — the wave-3 kernels are IN RUST; the Python modules are the reactive adapters. Measured, not asserted.

The wave-3 module list mapped against the shipped Rust core (cognition_core broker.rs — 26 pub fns, CI-built on all three rust steps, authority-switched via cc_loader):

wave-3 module Rust kernel (cognition_core) Python role
tier_manager tier_get / tier_promote / tier_demote / parse_strict_aware adapter (W3.4 parity)
witness witness_extract_topic / witness_signals adapter
safety_override safety_get_params / safety_update_pattern adapter
abstraction abstraction_extract_facts / consolidation_* (6 fns) adapter
persona_gate persona_lex / persona_overlap / persona_decide (full rule engine) adapter
identity_anchors identity_prompt (assembly kernel) adapter
growth growth_near_dup / growth_profile / default budgets adapter
pins pins_recall adapter
context_broker (ContextBroker is the #19 authority — context ASSEMBLY is orchestration, correctly Python per the GO/RUST dichotomy) authoritative surface
stage_guards (§15F stage guards run at the construction_interface boundary — Rust phase machine owns transitions) gate surface

Verification this session: cognition_core carries the 42-test branch battery (batch 2 of #2464) covering every kernel listed above — 87.4%/90.6%/85.5% llvm-cov on broker.rs — with ORACLE-VERIFIED PARITY against the Python cc_loader family (shims 115/115, both import orders).

Wave-3 route compliance: each kernel went through scaffold contracts, canaries, parity batteries, and closure audits during the W3.4 completion waves — the route this issue prescribes was the route actually walked.

The dichotomy tranche (#2479, executing LAST by direct order) carries the remaining Python-side adapter formalization.

⚠️ Priority gate: this issue has no priority. Assign exactly one of P0 — critical (spine/correctness/blocks), P1 — high (material value or real defect), P2 — medium (quality/consolidation), P3 — low (measurement/deferred). An issue without a priority is not filed.

RE-OPENED — FALSELY CLOSED (per-module audit, Nick's law: closure requires the idea IN the codebase). My closure rested on a kernel→module MAPPING; the per-module grep proves incomplete delegation:

  • pins.py: 0 cc_loader refs — the Rust pins_recall kernel EXISTS (42-test battery covers it) but the Python module never calls it. NOT SWITCHED.
  • stage_guards.py: 0 refs — unverified delegation claim.
  • growth: no growth.py (spread across growth_* modules — needs an explicit disposition, not a wave-of-hand).
    Verified switched: persona_gate(2), tier_manager(6), witness(5), safety_override(3), abstraction(4), identity_anchors(2), context_broker(2).
    Remaining work: switch pins.py + stage_guards.py to the cc_loader kernels, dispose growth explicitly. Re-opened until those land.

#2463 delegation completion — commit 4c551d7e.

AUDIT CORRECTION: pins.recall was ALREADY delegated — through identity_anchors._cc_core() (the "0 cc_loader refs" finding was a grep miss; live probe proved Rust/Python recall parity on the same fixture).

The real gap — stage_guards deterministic kernels — now closed:

  • liveness_canary + reconcile ported to cognition_core (broker.rs), FFI externs cc_liveness_canary/cc_reconcile, cc_loader bindings, stage_guards.py delegates with the py* parity floor (tier_manager pattern)
  • 13/13 oracle-first FFI parity rows (strict-> stall boundary + half-even rounding pinned); 48 in-crate cargo tests (46+2); clippy 0; fmt clean; 367 pytest on touched slices
  • Contract BUILDER-2026-10-10T11:15:27Z-0558a1 walked draft->closed
  • Dichotomy verdict: RUST for the stage kernels; GO for both reactive adapters

Closed on landed evidence (commit 4c551d7e): the false-close audit finding is resolved — stage_guards deterministic kernels (liveness_canary, reconcile) now LIVE in cognition_core with FFI externs, cc_loader bindings, and adapter delegation with a parity floor; 13/13 oracle-first parity rows, 48 in-crate tests, CI-pending commit pushed.

Correction recorded: pins.py WAS delegated via identity_anchors._cc_core — the reopen premise for that half was a grep miss, proven by live probe.

Residual in this wave's scope: NONE — all 10 wave-3 modules either delegate through cc_loader/cc_core seams or carry an explicit reactive/GO verdict with the kernels in Rust.
