Summary

• research-clear job in pipeline-gate.yml now enforces an EVIDENCE floor per phase instead of keyword-only detection: INWARD ≥2 codebase citations, OUTWARD ≥2 unique external URLs (forge self-references excluded), INNOVATION/SYNTHESIS ≥1 URL or plans/ artifact.
• Sourceless rounds are rejected with a comment naming the exact gaps; research-pending stays until evidence is posted.
• Rationale: a keyword-regex gate cleared improvised rounds identically to genuine ones (observed live); Nick's directive — OUTWARD must pull real sources so downstream stages build on evidence.

Verification

• YAML parses (pyyaml safe_load).
• Gate logic tested standalone: sourceless OUTWARD → 0 URLs (rejected); forge self-links excluded; 2 code citations counted; splitter isolates phase sections correctly.
• Full CI (lint/tests/canaries/type-check) runs protected on this PR; suite untouched (no src/ changes).
