The label-event if (label.name == research-pending) skipped when the label was applied via API (Gitea 1.27 payload quirk). Added workflow_dispatch with issue_number input as the deterministic trigger path. The sweep + label events remain as the fast path.

feat(research): structured research artifact schema + causal validation (P0.4, red-first) ... 7f050a13df

Per the Forge Cognitive Research Loop handoff §8/§9/§11/§12:
- OUTWARD valid only with real discovery (≥2 sources, url+tool+learned each, ≥1 query recorded)
- INNOVATION candidates must derive_from prior claims; ≥1 from OUTWARD unless exempt
- SYNTHESIS must cite evidence_used; MORE_RESEARCH requires named blocking_unknowns
- dispositions: PROCEED | MORE_RESEARCH (nothing else)

10 red-first tests frozen green.

feat(research): MORE_RESEARCH re-dispatch semantics (P0.6) — sweep keeps MORE_RESEARCH rounds eligible (re-dispatch when label lost); PROCEED rounds are done. Disposition routing documented in stage workflow a8cebea264
