Fixes#2467 partial (completion wave slice 1 of 5). transition() to verifying/closed now runs §15F StageChecks from guard: obligations or inline specs; blocked = VERIFICATION_FAILED, phase does not move. Capabilities schema + CLI arg documented. 4 red-first contracts; 56 interface+guards tests green.
Propagation: construction_interface transition surface gained the guard path; all existing transition callers keep identical behavior when no guards declared (proven by the free-edge contract + the full interface battery).
