Fixes#2467 partial (completion wave slice 2 of 5). The command seam validated intents but nothing executed them; dispatch() binds the canonical store, validates, and executes accepted intents through the Construction Interface (resume/transition/amend_scope). Lifecycle refusals are valid protocol outcomes (accepted=False, success=True); idempotent replay returns without re-executing. Carries the spine_language test file that repairs the new-module henxel red (d4d43db on master covers it; this branch adds the dispatch layer on top).
Propagation: construction_commands gained dispatch() (new public); no existing caller changes. Seam tests 12/12.
