Plain summary

One memory-selection API with a real relevance threshold, and true abstention: a trivial task can legitimately receive ZERO recalled memories. Old-task retrieval can never override the active TaskState.

Frontier addendum (ARCHITECTURE_FRONTIER_HANDOFF — Amendment #26)

Prior addenda stand. Net-new: the unified memory-selection API must separate: candidate generation / retrieval intent / relevance scoring / current applicability / final ContextBroker admission. Current canonical TaskState/conversation state OUTRANKS stale historical memory when they conflict. True abstention (zero memories) must remain a first-class result. Storage-backend note: this API must sit ABOVE the backend abstraction (#161) so retrieval semantics survive any storage migration.
