RP14: provisional ratification (closes #277)

Report updated: ~/Desktop/RUNE_RESEARCHPROCESS_RATIFICATION_REPORT.md — STATUS: PROVISIONALLY_RATIFIED (amendment 2026-09-09).

Canonical responsibility table recorded (PI/GITEA, DESKTOP RUNNER, RUNE BACKEND, MIMO CODE, HENXELS/GATES, GITEA TRANSITION LOGIC) with per-row evidence.

RP14 acceptance matrix:

  • RP10 complete: PASS (PR #279 merged, #161 implemented + closed)
  • RP11 complete: PASS (PR #280 merged, one canonical authority; retirement acceptance 14/14)
  • RP12 complete: PASS (PR #281 merged, #163 full chain incl. INNOVATION + REFINE round)
  • RP13 complete: PASS (metrics report merged, KEEP/TUNE/REMOVE recorded)
  • one canonical live ResearchProcess: PASS (RSC0-9 retired; RETIRED_STAGES guard)
