Extend this issue: a skill may contain procedure / preconditions / constraints / tools / authority requirements / success criteria / known failure modes / verification method / portions requiring reasoning — full determinism is NOT required.

Promotion must be based on repeated verified success, not repetition alone.

Skill ancestry must remain traceable to outcomes/evidence — repeated behaviour alone is insufficient (restated as invariant).
