CLOSED — RESEARCH COMPLETE, IMPLEMENTATION DEFERRED (Nick disposition, 2026-10-08).

The atlas survey ran its bounded waves and the corpus is on disk (research/ — wave1, wave1-language-fit, research-methodology, rune-efficiency, textual-craft, tool-calling, uncensored-models, safety-override, quality-tools, workflow-audit, batch-processing, build-mode, contract-testing, interstitial-tools, process_experiences.jsonl). The requirement-coverage work the closure criterion asked for is satisfied at the survey level; every domain reached research-complete, explicit deferral, or documented follow-up.

Per-domain closing notes carry the specifics. The IMPLEMENTATION of atlas findings is explicitly deferred to a later programme — the shipped architecture (R2/Phase G kernels, the recall pipeline, the spine) already incorporates the survey's load-bearing conclusions; the novel-architecture findings wait in the corpus for the commissioned implementation cycle.

Companion deliverable from the same wave: #411's harness invariants (commit 960af2f) — the repair classes from the research wave are now deterministic checks any future research run can execute.

RE-OPENED (Nick correction, 2026-10-08): this was closed as "research complete, implementation deferred" — but deferred implementation is NOT implementation, and an unimplemented idea stays an issue. The RESEARCH is genuinely complete (corpus in research/); the IMPLEMENTATION has not happened. This issue now tracks the implementation phase: turn the corpus findings into shipped, CI-verified machinery. Open until the ideas are in the codebase.
